Rodney C. Slutzky is a partner in the law firm of Slutzky & Blumenthal, with a concentration in the field of real estate taxation, tax sales and tax deed proceedings. He received his Juris Doctor degree from the University of Illinois Law School in 1974. He is an active member Chicago Bar Association’s Real Estate Taxation Committee. He is a past Chairman of that committee. He is also a past Chairman of the State and Local Taxation Section Council of the Illinois State Bar Association. For more than twenty years, he was a co-author of the Illinois Real Estate Taxation Handbook published by the Illinois Institute for Continuing Legal Education. The co-authored chapters were titled, "Tax Bills and Payments; Tax Sales and Redemptions; Miscellaneous Collection and Enforcement Matters” and “A Guide to Tax Deed and Indemnity Fund Proceedings.” In 1992 and 1993 Mr. Slutzky served as a member of the Illinois Department of Revenue's Advisory Committee which drafted the Illinois Property Tax Code. Over the years, he has drafted or help draft numerous pieces of legislation that have been enacted into law. In addition, Mr. Slutzky has served as a lobbyists on behalf of the Chicago Bar Association in support of CBA legislative proposals or positions. Finally, Mr. Slutzky has been a lecturer at numerous seminars presented by the Illinois Institute for Continuing Legal Education, the Illinois State Bar Association, the Chicago Bar Association, the Chicago Title Insurance Company and Lorman Education Services on the topic of Real Estate Taxation

Jeffrey S. Blumenthal received his Bachelor of Arts and Sciences degree from University of Pennsylvania and was awarded his Juris Doctor with high honors from IIT Chicago-Kent College of Law in 1979.  In the course of his practice, he has successfully  presented a petition for certiorari in  the United States Supreme Court, and has also successfully petitioned for leave to appeal to the Illinois Supreme Court in a case arising out of the Cook County annual tax sale.  He has argued numerous times before both the Seventh Circuit Court of Appeals and the Illinois appellate court.  

 

Mr. Blumenthal has practiced almost exclusively in the area of real estate tax litigation since 1998, when he joined with Rodney C. Slutzky in the firm now known as Slutzky & Blumenthal.  He served as Chairman of the CBA Real Estate Taxation Committee, and served for two years as the chair of the Chicago Bar Association tax-sale/tax deed subcommittee.  He also served for many years as an adjunct Professor of Law at John Marshall Law School, teaching legal writing and research skills and has both been a panel member and moderator at a number of CBA seminars on the subject of real estate taxation, most recently in 2008.  He is the co-author with David R. Gray, Jr. of Chapters 10 and 11 of the IICLE Real Estate Taxation handbook which was first published in the summer of 2008.
